BIA reversed IJ's finding that respondent was not eligible for asylum bc IJ failed to consider PSG women who cannot leave a relationship. IJ also did not fully consider background documentation. Even though country had enacted laws and established programs to assist victims of DV, the country condition documentation shows that DV remains a widespread problem and women are reluctant to lodge a complaint.
