Bhutan abolished the death penalty for all crimes on 20 March 2004. The 2008 Constitution
of the Kingdom of Bhutan also prohibits any person from being subjected to capital
punishment. Bhutan has neither signed nor ratified or acceded to the International Covenant on Civil and
Political rights or to the Second Optional Protocol to the ICCPR.
