This report outlines human rights violations in Somalia in the context of the death penalty and persons charged with capital crimes. As explained in further detail below, the number of executions in Somalia is rising. The Government of Somalia, and other actors within the jurisdiction of Somalia, continue to impose death sentences and carry out executions, including for offenses that do not constitute the “most serious crimes.” Courts continue to sentence people to death for crimes committed when they were under the age of 18. Women are unfairly targeted for the death penalty. Torture is prevalent in detention facilities, and impunity persists. In addition, military courts often pronounce death sentences against civilians, and civilian courts lack independence and impartiality.
